I would say that most R.O.P.A. orchestras would qualify, the only real difference being that they are considered "permanent" positions:
- The competition is just about at the same level as the "Civic" and "New World".
- The pay for many/most R.O.P.A. orchestras, like the "Civic" and "New World", must be subsidized by other means.
