The other posts all have very good suggestions. One that I haven't seen though is that you ask not just about tubas, but sousaphones as well. A good sousa would be better than a bad tuba, and the district may have one lying around collecting dust, forgotten and unloved (sniff). Good luck and keep watching this board.
