Yes, permission to perform is implicit in having an arrangement done.

It affects what you charge, because if you can subsequently sell the work as your own, then you can charge less initially if you choose. Copyrights are valuable, and if you sell your copyrights along with the arrangement, then you stand to make less.

Look on any composition in your folder. Many of them will say "For [name]" around the title somewhere. This dedication is usually a statement of who commissioned (paid for) the writing. But the copyright notice at the bottom uniformly shows the composer's name or that of his publisher.
