The rotor linkage would definitely be easier to replace. Most rotor linkage assemblies are fairly generic - a rod with a ball and socket joint on each end. I am not sure how many old Holton valves are around, but no matter what you will have to have them hand fit which can get costly to uncertain results. People with more repair experience than myself would be able to tell you more specifically.
