HYPERventalation happens when there is too much oxygen in the bloodstream (or a lack of carbon dioxide) and you get a free air high.
HYPOventilation is the opposite, too much carbon dioxide (or not enough oxygen) and the body demands a breath. The body sends out a command to take a breath to increase the oxygen level.
