The parts for Eb and Bb tubas often surprisingly different, each part then may contain further divisi passages, especially within many original and more modern compositions for brass band.

More importantly, it is the sound of a section that is required. It is a completely different concept & approach to being (usually) the only tubist in an orchestra.

Anyone not intimately conversant with this type of ensemble should liken a brass band tuba section to a section of double basses in the orchestra for a better understanding of how to this sort of team works musically.

It is not about any of these players being any less than half decent. And four (two of each) is usually what is presumed (traditionally) by composers and arrangers.
