First start by trapping air in your cheeks and slowly blowing the trapped air only, making sure not to blow air from your lungs. When you become better at this, you can then start to breath through your nose while blowing out the trapped air. The goal is to learn to trap as much air in your oral cavity without compromising your embouchure. I also notice the back of my tongue raises when I am circular breathing. A good way to practice is to blow on a sheet of paper while you practice. Let me know if this helps.
