In the two states that I have experience with (Indiana & Iowa) directors get stipends but different schools justify them in different ways. At my last school, there were stipends for HS Director, HS Assistant, JH Director, & Elementary Director. These were for the marching and concerts that went on outside of the school day. There were also stipends for doing the jazz bands, which is a full fledged extra-curricular activity at this school. I'v also been at schools that broke the stipends down more specifically than that. Marching band, Summer lessons, Pep band, Musical, Jazz band, etc. Of course, I have also been places were the "extra" things were considered part of the job and you didn't get any extra.
