There seems to be a lot of variation to how different tubas respond to the same fingerings. On my CC tuba, I have the slides set so that 235 gives a good C#/Db below the staff, and 45 seems fine for the F below that (and 234 works for E). Of course, the really low notes have greater pitch flexibility, so my tuning compromises tilt in favor of getting the higher notes tuned the best.

Something else I have noticed is that I have a tendency to play sharp in the very low range. With work, that is improving (I have just started using Phil Snedecor's "Low Etudes for Tuba"). Meanwhile, I sometimes use somewhat flat fingerings in the low range to counteract this tendency. I am gradually weaning myself from this crutch. Right now, low Db is 12345 with a slide pull.

It sounds to me that four valves is an adequate number for a BBb tuba.
