Steve, I use Hagerty's spray on all my silver tubas, and it IS hard to get the satin horn clean. Tips for "buffing" : Large, clean terry cloths, but if you believe you've already gotten the tarnish off you may want to try rinsing the outside of the horn with water and wiping it then, sort of like "wet polishing." If the rags/cloths you are using have a tight weave they'll never pick up all that goop.

long 2" wide strips of thick cloth towel work great for the tubes, valve cases, and branches. b.t.w. you should know that once you DO get all the schmutz off, the horn will not tarnish as fast (due to the hagerty protectant)I've also used old white athletic socks, turned inside out and pulled over my hands and forarms. If you don't clean your horn periodically, its a horrible mess, but a good motivator to do it sooner next time!
