The last time I checked, the 4th and 5th valves on 5 valve tubas were designed to counteract the intonation problems inherent in the non-compensating design. It's just another approach, besides the compensating system, to address the same intonation issues. An approach that's working for a great many of us players using those "simple" horns. Something here doesn't add up.

My opinion for what it's worth...
