Being no expert on double-belled euphs I still find one feature of the shown instrument striking: the valves are over the top bow.
I do not remember many, if any, US instruments with this lay-out. The small bell aside this instrument basically looks French to me. However, I have no chance to say whether this has any implications in determining who the player is.
