Two things: First in addition to regular rotary valve oil, sewing machine oil works great (it's much better and 3in1) on both sides of the rotor (as opposed to down the lead pipe). Second, I saw a repairman once insert a small piece of the string used on horn valves between the stem of the rotor and the hole the rotor fit into. It did the trick.
