There are those who have claimed that this is a problem, but I have never experienced this on my Cerveny "stencil" horn (made by Cerveny with a Conn International name). I did find that the Cerveny had a lot of color to the sound, but I don't know if this had anything to do with the thickness of the metal.

As to your other question, miniball linkage refers to a small ball and socket joint at the pivot points of a rotary valve linkage arm. Here's a photo of one end of the Minibal linkage. I don't know how to describe the other type of linkage used on rotary tubas, but it looks like a metal rod in a sleeve rather than a ball in a socket.
