I posted about this when it first came out a couple of months ago. Anyway, the tubaist is Marc Easener. According to the program notes, he's a freelance soloist who came up through the ranks of the British brass bands. The other works involved are a harp concerto by Tailleferre (a cool work, actually); a saxophone concerto by Tomasi; and a xylophone concerto by Toshiro Mayzumi. It's out on the ASV label, and is available to Amercian retail shops through Koch International. The orchestra is something called the Foundation Philharmonic Orch., and the conductor is David Snell. The recording was made in London at something called the Air Lyndhurst Studios. The ASV stock number is 1126, and the barcode number is 74362511262 (in retail applications, the far right *check number* that comes after the "2" is never used). Hope this helps.
