I played several F tubas last winter, and found that many had the expected "weenie notes" around low D/C, just below the staff. No amount of coaxing could cause these notes to play full and strong.
HOWEVER, the YFB-621 and the YFB-822 did not have this characteristic that I could tell. That is, the two Yamaha F tubas were easy to play without having to make any adaptations for the traditional "problem notes" in a German F tuba. IIRC, the Willson F was also pretty good in this area as well.
