I really like your classification of tubas by volume; I suppose one could submerge a tuba in a swimming pool, spin it a few times underwater to fill the entire bore, then (somehow) lift the thing and drain it, measuring the volume of water as it pours out. Presumably, only the open-horn (no valves) volume would be important, and would factor out differences between, say a 4-valve and a 6-valve version of the same horn.
