Remove the back cover of the rotor. You'll see marks on the rotor shaft and on the edge of the bushing that show proper alignment for the pressed and not-pressed positions. These marks are placed at the factory, and have been accurate on my tubas as long as the bushing has been installed properly (there are also alignment marks for the bushings at the edge of the casing).
If the mark goes too far, the bumber isn't think enough--use thicker stuff. If the mark doesn't go far enough, trim a sliver off the bumber with an X-acto knife or single-edge razor blade. If the bumber material is soft, trim so that the alignment is correct when you are pressing the spatula as you normally would (I like harder bumbers).
