If you are a midwesterner (or think you could be one...) why not consider where I teach, at Western Illinois University. The university offers what are known as "talent grants" for exactly that - talented students who want to play their instrument in the University performing ensembles. It's not a scholarship - it's really a contract to pay the student for performing with these groups. You don't have to be a music major to get one, and in fact we have a couple of non-majors receiving grants now, and one of them is a tuba player... she gets more talent grant money than two of the tuba majors!
