I have two suggestions:
1) Concertino for Tuba and Band by Frank Bencriscutto. This is a nice piece but it isn't overly difficult and it sounds pretty nice and is scored pretty well. Definitely a CC/BBb piece.
2) Mourceau Symphonique by Alexander Guillmont. This is a trombone piece with band accompaniment that works really great for tuba, transposed down one octave. It is very expressive, not technically demanding, and is a very well scored piece.
