There are two things going on, here.
If enough, strong enough, partials line up with the harmonics of most notes, the horn centers well and most notes resonate easily.

If the influence of the partials conspire to pull each note in tune, relative to, say, equal temperment, the horn has good intonation.

If the partials conspire to pull each note in tune, plus enough partials line up with most (or all) notes, then the horn resonates with good intonation, and generally considered a (very) good horn.

However, there is also the matter of tonal color, as well as the transient response of the horn, but that's another thread.
