To more directly answer Jeff's question, here is what (in my opinion) are SOME of the top tuba schools in the country and if your serious, you should apply to all.
Northwestern, Juilliard, Indiana Univ., Arizona State
another good question to ask yourself when looking for the school is the environment the school is surrounded by...is it close to a big city, major orchestra...etc.
