It is my very humble opinion that the PT-10 has a great lower register. The key to playing any F tuba.. or tuba in general.. is learning what quality of air to feed the horn. German tubists grow up playing F and are able to make them sound like our contrabass tubas. Anyone that has had the wonderful experience of hearing a good german tubist perform knows what I mean.
I realize this isn't the answer you were looking for but this topic has become a kind of pet peave of mine lately. (Along with the myth that bore size has much of anything to do with how a tuba sounds or plays.) To answer your question a little more clearly.. I would go with the horn that satisfies best your concept of sound in the middle and upper register and then learn how to play it just as well down low.
