I can't give advice here really, but I'll share the thought I had
when I read your post. Your budget is 4K, I have heard the Cerveny Eflat tubas
at around 2200 bucks new are a great buy, and a pretty decent tuba as well.
Certainly not a "caliber" instrument as one that costs double that (or more)
but I for one have never ruled out less-expensive items because I can afford more.
It's also my impression that the workmanship of Cerveny's is much more consistent
than the Brit horns mentioned with WAY too many stories about poor solder or leaky
flux stains for my preference. I look forward to what others have to say, and thanks for posting your question!
