Yamaha used to (maybe they still do?) make a pretty cute non-compensating 4-valve Eb. Perhaps one of those is around, somewhere. If you do the Eb thing, your transition to tuba will be quite easy, as at first you can do the "pretend-like-its-treble-clef-Bb-trumpet-music-while-reading-bass-clef-tuba-music" trick with an Eb tuba. I would imagine that if one of these is available, the price would be within your budget.
