My answer is why not? Lets face it unless you play tuba, you probably don't know about different concerti and such, the tuba is not seen as the most virtuousic instrument..so thats that. As for the arrangement, the Strauss is a great piece and since it is written in Treble clef it adds to the challenge of it, just like the addition of brass quintet pieces in the audition. Just to see what happens, why don't you ask some musicians that don't play tuba or euph about tuba concerti, see what they say.
