The modern notation is indeed A B c d, starting the octaves at c, but the older notation was F G a b c d, starting the octaves at a. Thus in modern notation, as you say, it should indeed be a BBBb but traditionally it would be BBb. Frankly I think this is all an excuse thought up by a publicist. Some early ad writer probably said, "we already make Bb baritones, so lets call this instrument a BBb tuba so people know it's different."
