Check the usual places that have been mentioned, Dillons, Baltimore Brassworks, Woodwind and Brasswind,etc. Weril models which are inexpensive yamacopies are pretty nice according to reviews on this site.

If you want to upgrade a little you can sometimes find small "piggies" by Czerveny or Musica (don't know the model number), There is also the Meinl Weston 18. Lidl (sp?) makes a nice little horn too. these models are 3/4 sized four rotor valved horns and would last him through HS and beyond. One thing to be careful of is htat many of these horns have thinner metal to make them lighter, so dents can be a problem.
