If the open note is E-flat, it means one of two things. Either an Eb is being commanded, or that actually is the key of the horn. Here's just a quick listing of Bb and Eb partials to try to help you.

For a BBb, the open notes are Bb (third space below the bass clef staff), F, Bb, D, F

For an Eb, it's Eb (first ledger line below bass clef), Bb, Eb, G, Bb

If anything, my best guess is that it is an Eb tuba, not a BBb.
