The tuba that Arnold Jacobs is holding in the picture is one of the famous Yorks owned by the CSO. In the 70s Holton produced copies of the York. This explains why the Tubas look similar. Plenty of information on the Yorks and the Holtons can be found by searching the archives.
Several manufacturers have made copies of the York tubas, the most recent being Yamaha who made a few prototypes. One of the Yamaha prototypes can be seen on the Instruments page of Jim Self's webpage.
