Do you have AutoZone car parts stores in your area? They carry an aerosol product that is much neater than WD-40 called RustEater. It comes in a brown and yellow can. Unlike WD-40, RustEater actually seems to effectively break down lime deposits on frozen rotors somewhat - avoiding (or delaying) a disassembly and acid cleaning. Spray it on the spindle bearing ends of the rotors (below the stop arm on the back and underneath the cap on the top) and also down the slide tubes towards the rotor body. Once the stuff soaks in a little, you can try to break the rotor free by HAND (not by forcing it with the lever). If you get it to move a bit, it will move more and more and probably eventually work free.

Again, this is a temporary fix. You probably have lime deposits that need to be cleaned out of your rotors (esp. #5 - right next to the mouthpipe) and the surely mouthpipe itself also. A cleaning acid that a repairman uses or some C.L.R. type of product will remove the lime, once the rotor is completely disassembled.
