All that I know about lacquer is that one, it's purdy, and two, it makes the horn heavier, allowing less vibration and darkening the tone. An unlacquered non-plated instrument (as I've seen in saxophones and trumpets) is a louder, crasser instrument, good for jazz, but that's about it. I don't know what a completely unlacquered tuba would sound like, but it's heavy enough already to not sound any different. I'm sure lacquer or the lack thereof has many many other effects, but that's all I know.
