Half-size sousaphones were never common, but were made by several manufacturers, including King which called them Cadet size, in the twenties and thirties. I have not played them, but the bore specifications in a '30's King catalog I have indicate the bore is about the same as a very small Eb.
I would suspect that these horns would be very stuffy and not project well. As a novelty (for a Shriners band? or for TubaChristmas) one of these might be a hoot, and because of the rarity it could be collectable. But, for playing, I'd look for something more 'normal' sized.
