Don't get hung up on semantics. The objective measure of the tone quality is, in fact though only in part, the spectrum. This is was reaches the ears. The value we place on that tone--that's the subjective part.

Think of "quality" in the "characteristics" definition, not in the "superior value" definition.

But to really understand the tone, you'd have to measure spectra from the listener's position. My microphone position six feet in front of the tuba and six feet high is anything but typical of the listener's position, and I'm quite sure that those spectra will be different. It would be a good Ph.D. dissertation topic to related the spectrum measured close to the instrument to the spectrum at the listener's position even for one playing venue.
