I don't know the specifics of this situation but it could be that a local audition (that which occurred in the union local area that services the orchestra) produced an acceptable candidate. Most audition ads you see these days include a tag line in the fine print that reads something to the effect of:
Availability of the position subject to internal and local auditions.
All that means is that they promote from within first, locally second, then nationally. I don't remember seeing a national audition called off after it was announced because of a successful internal or local audition (at least for tuba) but it could happen. I suggest contacting the orchestra directly and inquiring. Their personnel manager should have the current scoop. Good luck!
