As a rule, I would have to say miraphones have the best reputation for intonation. I would check out the 191 for a great horn with great intonation. It's not quite on the market yet, but the new king tuba impressed me a great deal when I played one. Piston valve, and a great sound, plus really solid intonation.
Both would be worth looking at.
