Getting you a used CC tuba within your price frame will be hard, as mentioned before.
Within your situation as it is outlined in your latest posting, I see one more chance for you. Especially I you can accept a BBb rotary tuba.
Germany is the largest market in Europe for such tubas. A very large number of your countrymen live in Germany. That might be one way to go for a dedicated search.
I have set up a search for tubas auctioned off in Germany. If you bookmark the link below, you might find some good tuba one day.
