I think the biggest problem is that tubas are just too damn expensive. How much does it really cost to make a tuba anyway? It seems that even tubas players sometimes have a hard time justifing the purchase of a tuba. Much less some high schooler's parents who see this music thing as some sort of whymsical fantasy conjured by their kid. That is why we try to wring every cent off the purchase of an instrument. Everybody dreams of finding the $800 four vavle BBb, or the $2,000 five vavle CC, or even the $20 junker on ebay for "repair shop practic" only in hopes that they will turn it into the next York. So I guess sellers will continue to hear "Well I might buy...in a month..." or "Can we shave a little more.." and that sort of thing. I mean, who really needs a tuba anyway?
