If you live in Northern NJ then by all means stop in to see Matt at Dillon Music in Woodbridge before buying something. He won't steer you wrong. He can also suggest some of the best teachers in the area.

That said, if you are planning to major in tuba in college then I would suggest buying a CC, not a BBb and making the switch now. You already know the fingerings, you just need to reorient your point of reference. If you are majoring in music, but not tuba, then a BBb could be OK and in your price range you have a wide selection of good horns from which to choose. The one for you will be based on your personal playing style but you wouldn't go wrong with a Miraphone 186, Meinl-Weston 25, Yamaha 641, Cervany 686 or even a Jupiter 582. All are in your price range.
