I use my Rudy Meinl tuba almost daily and I never take the valves out except when the horn is professionally cleaned. The valves never stick. I do oil the valves periodically, maybe once every 2 or 3 months, by pouring oil into the leadpipe and sloshing it around in the valves. This is one of the reasons why I like rotary valves so much. They require little maintenance while functioning very consistently.
