Why don't you just take your mouthpiece and tuba to your machinist friend, wrap tape around the mouthpiece shank until you get a good fit, have the machinist measure the
tape diameters and the untaped shank diameters, and make an adapter on the spot. The overall diameter taper should be .050"/inch, or .025"/inch for each side of the taper. Leave a larger-diameter ring at the cup end of the adapter to help in removing the adapter.

Before you go, you may want to experiment with different tape thicknesses to get an idea of how the combination plays with oversized and undersized mouthpiece shanks, so you will know how to adjust the adapter size if you don't like the way it plays.
