I have removed the laquer from the bell sections and leedpipes of two Rudys. I used industrial/heavy strength adheasive stripper-remover. Some caveats...Do this outside or in a well ventillated garage. Wear rubber gloves and eye protection. The remover is like a gel...slather it on thick. Let it stand for 10 minutes or so. You will see the laquer bubbling up. remove with paper towels. Now on each of my horns some areas of laquer were very stubborn. Eventually I used steel wool to get the last of them. You may need several coats of this stuff to get results. After all is said and done you will need to buff the horn or use brasso to get out the fine scratches. Again this is nasty stuff and the fumes are dangerous. This is not an hour project, give yourslf several hours and be patient. Good luck.
