Oops, you're right about the "low pitch" being actually our current pitch. I meant "low" as in even lower than that. There was a real informative discussion recently, but I managed to botch it up anyway. (search the archives for "pitch change.")
As far as playing in tune, the slides on my old Conn are all the way in, and I have to lip a lot of notes way up to get it in tune. If you are comfortable doing some sawing and soldering, I say go for it! Some of the repair guys here can probably give you some specific advise on how much to cut off, where to trim it from, etc. (Just don't ask how to polish it up afterwards!)
Oh yeah, a good mouthpiece to try (for starters) is the Bach 18. It's not made specifically for E flat tubas, but I find it works well for getting a good sound in the low and mid registers.
