Not to state the obvious, but the Eb and F are two different instruments--not just the same instrument pitched one step apart. I've owned and played a number of both over the years, and I have three observations. First, the F works best for "orchestral" keys like C, G, D, etc, but also works well with F (duh) and B flat. The E flat works wonderfully well with the so-called "band" keys but is rather cumbersome with the natural and sharp notes. The second observation is that E flats sound more like smaller tubas while F tubas sound like Euphoniums on steroids. Generally, the Eb works better as a high tuba for a BBb player and the F works better for the CC player. As Jay indicated, it's all based on what works best for you personally, and the kind of sound you're looking for.
