well, "some" of the best, one reason might be because there is a bit of money available in the U.S. to pay fine players to play.

The "best" at anything seem to be scattered about the world.

Another phenomenon in the U.S. is self-overestimation...(not just in tuba playin') where people's "self esteem" (actually NOT self esteem, but self-estimations) have been artificially nursed above "actual" by parents and teachers...this encouraged by our "new" culture.
