I just attended a weeklong jazz camp last week, and since there were no other tuba
players, I had to attend the trombone sectionals. The guy that ran them told us that he
developed his range simply by doing lots of lip slurs and other "weightlifting". He also said that range is something that, if you spend a lot of time practicing, will often take care of itself without forcing you to spend extra time playing up there.
This guy played lead trombone for Henry Mancini and various other legends during his
heyday, so I'm inclined to believe his advice. However, the others have already given you some good advice for special range-enhancing drills, and I don't think it could hurt to try that either.
