All of the other posts I've seen have good advice.
I've been able to practice in every building I've lived in. I can suggest some things that worked for me:
Get to know your neighbors. If they know who you are -- assuming you're not a total jerk -- they'll be more likely to work things out with a friendly chat instead of calling the landlord or the cops.
Observe reasonable hours (as mentioned in another post). Let's face it, even if Gene Pokorny lived next door would you want him to practice at 2:00 AM? Especially if you had to go to work in the morning?
If you have to practice late at night or early in the morning, check out a practice mute or Silent Brass. I have reservations about using this sort of thing all the time, but it can be a lifesaver if you get home late every now and then.
Realistically, if you make your neighbors miserable they will find a way to keep you from practicing. As the Sierra Club says, "tread lightly".
