When I was looking at colleges I called or emailed the tuba prof first. Then I proceeded into a normal conversation with them so, I could know a little about them and their teaching habits as well as they could get to know me. Based on that little bit of effort I narrowed down my college search to 3 universities, none of which I will name at this time. All three of the tuba profs were able to offer me a generous scholorship for tuba performance. So, basically just narrow your search down to the colleges you want academically and then inquire about the tuba studio by direct contact with the prof. You will find most of them really nice and many of them will offer you a lesson for free or for a nominal fee just to get to know you and your playing.
