It doesn't "quite" make it...at least not with a B&S F (very commonly-owned brand).
With the 5th valve slide about where it needs to be to generally play Bb-54, A-564, and G-5634 in tune, the instrument is quite short for a 561234 low F. In addition, B&S doesn't make the F tuba's "CC-whole step" 5th slide long enough to even be able to pull it out enough for an A=440 561234 low F.
If (again, B&S, but probably all) the 5th slide is lengthened to a point where just about pushed all the way in Bb, A, and G can be played in tune, there is just enough pull (with a very small bit to spare) to trigger it out for a solid and adequately-flattened 561234 low F.
