i'm pretty sure they weren't built to any special specifications, rather the military at that time would request in the contract for the engraving to mark it as a government horn... the quartermasters corps is the army's supply corps, and i can look further in to this subject in the next few weeks, as my fiancee is stationed at ft lee, the home of the quartermaster's museum and national home of the corps... i'll try my best to find out more for you..
